I have the NON-QUOTA IMMIGRANT VISA BY MARRIAGE (PROBATIONARY) last year. (March 2022) The visa is good for 1 year. At what point do I (can I) apply for the renewal? I have to assume it is before the actual 1 year point? But I am not sure how early I am allowed to start the application process. Also, not sure exactly what to expect on the renewal process. You should look to convert your 13a Probationary Visa 2-3 months before expiration. The Bureau of Immigration allows earlier renewal under extenuating circumstances (such as an overseas employment contract requiring you to be out of the country).

Question. Say for example I have the 13A probationary, during that time in the year before I have to amend to permanent there is a family emergency in my home country. Would I be able to leave the PH and come back still on the 13A probationary?

Both the 13a Probationary And 13a Permanent are multiple entry visas allowing you to leave and re-enter the Philippines. As long your 13a Probationary visa hasn't expired, you can fly back to your home country and return to the Philippines.

I'm sorry. I'm not sure I understand. The 13a Permanent Visa is a permanent resident visa. The visa stays valid as long as you stay married. Did you mean a 13a probationary visa?
Or perhaps you are thinking about filing the annual report with the Bureau of Immigration or renewing your Alien Certificate of Registration (ACR-I Permanent Card)?

If applying for a 13a visa when in already in Philippines under balikbayan program, does an apostilled police clearance from original home country have to be produced, or is Philippines NBI clearance only required? Or both original country and NBI? Thanks for any clarification on this

It all depends on how long you have been in the Philippines. Generally, after 6 months or more, an NBI clearance is good enough, but like all things in the Philippines, it depends a great deal on the Immigration Officer you are dealing with.
