Statement in lieu of certificate of non impediment

Currently in canada and I don't have much vacation time to make a separate trip before my wedding day (2 weeks of vacation in totam) to get the statement in lieu of certificate of non impediment for my marriage application. Is it possible to issue an SPA and notarized all the documents I need to submit to the embassy of canada in manila, courier these documents to the philippines and have a family representative submit the application on my behalf and also eceive the statement letter on my behalf as well. Any feedback is appreciated. Thank you.

Hi Alvin,

If I understood your question correctly, you are asking if you can apply for the 13a application from outside the Philippines. The answer is yes, BUT only if both you and your wife are outside the Philippines. You both need to be physically present in the same location for the application process.
